Rand Steady Ahead of Budget as Eskom Tariffs Rise and Sanral Faces Budget Cuts
The South African rand remained relatively stable on Tuesday as investors awaited the national budget speech by Finance Minister Enoch Godongwana, with analysts expecting government to maintain its fiscal consolidation strategy.
The rand was trading at R16.02 to the US dollar, slightly weaker than Monday’s closing level of R16.03. Markets are closely watching the budget for clarity on the ruling coalition’s fiscal priorities, debt management strategy, and economic reforms.
Analysts say the macroeconomic environment is relatively supportive, and the upcoming budget is expected to show continued progress in reducing the deficit, strengthening the primary surplus, and stabilising public debt.
Treasury specialists noted that the finance minister has repeatedly emphasised the importance of fiscal discipline, which could support the rand if markets view the budget as credible.
A strong fiscal update could help the rand remain near the R16 per dollar level, analysts said. However, global risks such as trade tensions could still weigh on the currency.
On Wednesday morning, the rand strengthened slightly to R15.93 per dollar, while trading at R21.53 against the pound and R18.79 against the euro.
Meanwhile, gold prices stood at $5,203.85 per ounce, and oil traded at $71.26 per barrel.
On the Johannesburg Stock Exchange, the Top-40 index was down 0.4%.
Investors are also watching several economic indicators this week, including producer price inflation data, as well as money supply, private sector credit, trade balance, and budget balance figures due later in the week.

Eskom’s new tariff surge
Eskom’s latest tariff adjustments will increase fixed electricity charges, which could significantly affect low-usage households and rooftop solar users. The National Energy Regulator of South Africa (Nersa) approved an average tariff increase of 8.76% for Eskom Direct customers, effective 1 April 2026. However, some households may see increases above this level depending on usage patterns.
R8 billion cut from Sanral
The South African National Roads Agency (Sanral) has had its budget reduced by around R8 billion for the current financial year. Sanral board chair Themba Mhambi said the agency is considering special toll roads for heavy freight vehicles to help offset road damage caused by large trucks.
Fire disrupts Cape Town airport
A fire broke out at Cape Town International Airport at around 11:15 on Tuesday, damaging critical IT infrastructure and causing widespread travel disruptions. Flights were diverted, and thousands of passengers faced long queues as the airport switched to manual processing systems.
SA Express brand sold after liquidation
The liquidation process of the former domestic airline SA Express is nearing completion. Liquidators are finalising the sale of the airline’s name and brand, valued at approximately R150,000, after the airline was placed under final liquidation in September 2022.
R100 million fraud case in Mpumalanga
The Hawks have arrested 27 suspects, including government officials and service providers, linked to a R100 million fraud and corruption case within the Mpumalanga Education Department. Investigators allege inflated contracts and payments for incomplete or substandard work. The suspects are set to appear in the Nelspruit Magistrate’s Court next week.
