Customs Migration into New RLA System - Some Traders must re-register

The New RLA system enables users to upload documents online. The RLA system is then able to match documents for verification. The RLA System is able to relay information directly to SARS and confirm whether information is correct. Taking this from a manual system to one that is more connected. Documents that have issues can be referred to internal customs staff for checking.

What is RLA?

Customs updated their software in 2020 so that it connects with SARS efiling seamlessly. The new system was called the Registration Licensing and Accreditation system (RLA). The RLA software replaces all the obsolete software.

Who needs to re-register?

All existing customs clients that are previously registered on the old software must migrate over to the new RLA System. If your customs and excise license was issued before April 2020 then you need to re-register.

  • Transporters of bonded goods
  • Transporters crossing borders

What happens if I do not re-register?

SARS has sent out a notice of intention to suspend the license of all traders who have not reregistered on RLA.

Are there any benefits to registering on the RLA platform?

Yes, once registered on the RLA then it is easier to process updates of their contact details, new registrations and renewals.

Do I need to be registered on e-filing to migrate to RLA?

Yes, the RLA system communicates directly with efiling. This would therefore mean you need an efiling profile.

Do I need a registered representative on e-filing to migrate to RLA?

Every efiling profile must have a primary contact. For companies this would be the tax representative. SARS sends personal information to the tax representative ie. OTP's. Any changes are then verified via the tax representative.
