What and Who is a Non-Provisional Taxpayer
A Non-Provisional Taxpayer is someone without a business who derives remuneration from an employer who is registered for employees tax (PAYE) and who pays monthly taxes. This applies to individuals who only receive payment from an employer, with a few exceptions. In simple terms, the non-provisional taxpayer only gets paid by an employer (with a few exceptions).
The whole purpose of Provisional Tax is to ensure collection for the receiver of revenue by splitting the annual tax into half-yearly declarations.
If a taxpayer is employed full time and doesn't have material investments on which they derive income like interest or rental, and they pay their income tax monthly as a deduction on their salary - then this taxpayer is a Non-Provisional Taxpayer.
Important to note there are some criteria that could result in the Non-Provisional Taxpayer becoming a Provisional Taxpayer:
- Rental, Interest and Investment Income with taxable income in excess of R30000
- Trading income
- Self-Employment
It is important to note that a taxpayer is re-assessed each relevant year of assessment as to whether they are a provisional taxpayer or not.
